The State of California adopted the Waste Recycling Act of 2003 which mandates collection of an Electronic Waste Recycling Fee on the initial sale of certain covered electronic devices beginning January 1, 2005.

Covered electronic devices include all televisions and computer monitors containing cathode ray tubes and/or Liquid Crystal Display panels.  The fee ranges from $6.00 to $10.00, depending on screen size, and are collected from all california consumers of covered electronic devices at time of retail sale, including Internet and catalog sales.

The California Integrated Waste Management Board (CIWMB) is the state agency responsible for implementing the California Electronic Waste Recycling Act.  The CIWMB maintains a website about the Waste Recycling Act at http://www.ciwmb.ca.gov/electronics/act2003/consumer/.  The purpose of the Electronic Waste Recycling Fee is to ensure that electronic devices are collected and recycled in an environmentally responsible and efficient manner.
